The International New Town Institute (INTI) based in the Dutch new town Almere conducts research on the development of new towns. In New Towns for the 21st Century the INTI examines the relation between the planned and the unplanned city.

New York, Almere and Melbourne were once thought up at the drawing board and completed brand new. From that moment on, people took over the city, changed the design, and made their own additions to it. Can architects and urban designers anticipate unplanned activities, the contributions of citizens, and changes in the political, economic and cultural circumstances?
